RBCO: Creation, Mandates and Responsibilities
Legal Mandate
Executive Order No. 510 (EO 510) dated March 5, 2006 mandates the River Basin Control Office under the DENR to rationalize various river basin projects such as, but not limited to the following; the Pasig River Rehabilitation, KAMANAVA flood control, Agno River and Allied River Basin Flood Control, and to promote and advocate an integrated river basin management to ensur4e3 protection of environment and people against floods and natural disasters.
Executive Order No. 816 (EO 816) dated July 06, 2009 declare the River Basin Control Office under the Department of Environment and Natural Resources as the lead government agency for the integrate3d planning, management, rehabilitation and development of the country's river basins.
By virtue of this EO, the River Basin Control Office under the Department of Environment and Natural Resources (DENR) is mandated as the oversight agency for all government efforts and initiatives within the country's river basins.
Cagayan River Basin Master Plan Project
The objective, of this project is to formulate an Integrated River Basin Management and Development Plan which will address concerns on:1. Water Resource Management;2. Watershed Management and Restoration;3. Creation of institutional framework and physical structure for management;4. Flood Control and Hazard Management;5. Watershed and River Management;6. Coastal Resource Management;7. Community participation which will promote a more sustainable management of the basin.
Cebu Basin Master Plan Project
One of the plans and directions of RCBO for the years 2007-2010 is to develop an integrated river basin master plan for various river basins which includes the Cebu Basin.
