To support the on-going implementation of the Integrated River Basin Management and Development Plan, DENR River Basin Control Office conducted series of Technical Workshops for the Formulation of the State of the River Basin Report of selected major river basins in Luzon, Visayas & Mindanao last October 7-11, 2019, November 14-15, 2019 and November 5-8, 2019 in Baguio City, Ilo-ilo City and Davao City, respectively.
The State of the River Basin (SORB) Report for Abra, Agno, Apayao-Abulug, Cagayan, Jalaur, Iloilo-Batiano, Panay, Davao, Cagayan De Oro, Mindanao and Buayan-Malungon River Basin aims to present a progressive and actionable document, whose information and recommendations could be used as basis for sound technical analysis and common decision-making as well as an effective tool for ‘holistic’ and integrative’ management and monitoring of the country’s river basins. The SORB Report is a documentation of the overall assessment on the conditions of the river basin. The said workshops were attended by various stakeholders from National Government Agencies, LGUs, CSOs and Academe.

The workshop in Luzon focused on the updating of the Logframe of each IRBMDP . Abra and Apayao-Abulug master plans were formulated in 2015 and there are challenges in the updating the logframe since there is no definite information indicated in the report. Regions were tasked to simplify the indicators and enhance them based on the available data that can be gathered from the regional stakeholders.

Furthermore, Western Visayas workshop also focused on updating their logframe as well as merging the two master plans of Iloilo-Batiano. A State of the Watershed Report of Jalaur River Basin was also mentioned as a reference in drafting the SORB Report.

Lastly, Mindanao Regions
were encouraged to include the baseline/universe of each of the indicators so
that there will be basis of comparison and identification of gaps in the PPA
implementation as well as to look into the details of the investment cost and
the actual investments incurred in the PPAs implementation per thematic
area.
The State of the River Basin Report will be updated
every five (5) years to define the state of health or condition of the river
basins towards its achieving its vision.
